Fontana, Rialto, and Bloomington Launch SMMI Project with Aclima & CARB

Fontana, Rialto, and the unincorporated community of Bloomington are neighboring cities in San Bernardino County, located within the South Coast Air Quality Management District. Many households speak a language other than English, and the area has a high proportion of non-citizen residents.

These communities face some of the highest pollution burdens in California, ranking in the top percentiles statewide for ozone, PM2.5, and diesel particulate matter. Major pollution sources include sprawling warehouse and logistics centers, constant diesel truck traffic, and railyards transported inland from Los Angeles. Residents experience elevated rates of asthma, cardiovascular disease, and low birth weight, with children and low-income families especially vulnerable.

Ongoing air quality monitoring and advocacy efforts, led by groups like CCAEJ and supported by community action teams, are working to guide future actions, but health disparities and environmental injustices remain severe

The district has teamed up with Aclima and the California Air Resources Board (CARB) to launch a community air monitoring project guiding future actions as a part of SMMI. Using Aclima’s advanced sensors, the project collects detailed, block-by-block data on air quality throughout the community. This provides residents with clear information about local pollution and helps guide actions to improve air quality, focusing on the areas and people most affected.

In May of 2025, residents and stakeholders from Fontana, Rialto, and Bloomington met to discuss these pressing air quality issues and explore solutions for a healthier, more equitable future.

 

Community Air Monitoring Plan (CAMP)

Following a period of public review, we have revised the CAMP for Fontana, Rialto, and Bloomington as of September 25, 2025. This is the final version of the CAMP and has been approved by CARB.

The Community Air Monitoring Plan (CAMP) for Fontana, Rialto, and Bloomington is a partnership between CCAEJ, Aclima, and the California Air Resources Board.
